Once again I disagree with your conclusions.
It is a very common issue to have data supplied from Excel or CSV in a format that is far from suitable for use in a database. I have to deal with similar situations on a regular basis, as do most experienced developers. Whilst inconvenient, it just means the import process needs handling properly.
You can certainly do some cleaning up in Excel but unless you normalise the data, doing that will be no more than superficial tinkering.
If you are unwilling to restructure your data, then forget about using Access and just use Excel.
